Thanks for your question, which has prompted me to write a short essay on the topic which I will post later today at my blog at donnylaja.com. With a character who has been completely naked from birth, there are interesting implications.
There is already some fiction on such characters. Unfortunately most of it seems to be in the incest genre (yuck). However in The Unwritten Rules by Ardor, set in Blanke Schande College, there is a scene where the protagonist meets the daughter of a BSC professor; the daughter, who is now a BSC freshman, was raised in the BSC community and has never worn clothes. Unfortunately Ardor didn’t do much with her. (Ardor’s novel used to be on his web site but he’s moved it to Amazon, where it’s gotten good reviews.)
Perhaps others on this site can chip in with cites to stories they know of.
As for the opposite situation (boy naked from birth), again avoiding the incest genre, there’s my (massive) novel “The Sire Project”, on Amazon. Also see “Connex, or the Naked Kid”, a “Stripped for Florida” story by Willie B., on asstr.
